Mandate 7-Kael is a classified special-writ investigation operating within the Sith Empire and its Sphere of Galactic Influence. Sponsored by Darth Xarion and led by Darth Zera Vashara, the mandate authorizes examination of a defined body of records, testimony, personnel, systems, and sites connected to disputed Imperial, House Vashara, and Czerka Interstellar evidence chains.
Those evidence chains no longer reconcile cleanly. Meridian-related recovery records, procurement files, casualty findings, contractor records, freight movements, intelligence material, archival custody histories, and the unfinished investigation of Lord Valen Vashara contain discrepancies that may reflect wartime loss, compartmentalization, damaged provenance, transfer error, or ordinary institutional failure. Other discrepancies may indicate falsification, procurement manipulation, misuse of authority, evidence contamination, intelligence penetration, or deliberate concealment.
The mission is not built around proving that every contradiction belongs to one conspiracy. Its purpose is to determine what each discrepancy can actually support, preserve defensible evidence, identify where valid authority exists or fails, and decide which leads can be pursued, referred, or left unresolved without manufacturing jurisdiction the writ does not possess.

Mandate 7-Kael exists to produce findings that can survive scrutiny from institutions with different interests, records, responsibilities, and authority. Progress may require establishing whether a record is genuine, what its contents actually prove, who lawfully controlled it, whether an action was supported by valid authority, and whether independent evidence corroborates or contradicts the same account.
That process may narrow the investigation as often as it expands it. A genuine discrepancy does not automatically prove falsification. An authentic record may still contain false or incomplete information. A valid custody claim does not necessarily grant unlimited authority over every connected inquiry. The mission advances when those distinctions become clearer, even when the result is the rejection of an attractive theory or the recognition that a particular lead cannot yet be pursued.

Sealed Writ 7-Kael creates meaningful authority with meaningful limits.
Zera’s title as Darth does not provide unrestricted inspection power throughout the Empire. House Vashara’s status does not convert its private archives into Imperial records, and Markus’s apprenticeship does not allow him to invoke his master’s position as general authority of his own.
Within the writ’s established scope, Zera may examine covered evidence, authenticate records, preserve material where authorized, require designated cooperation when the writ expressly provides for it, document obstruction or noncompliance, and issue findings or referrals.
When a lead reaches material beyond that authority, the investigation must obtain additional authorization, negotiate cooperation, arrange an agreed evidence transfer or joint review, refer the matter to another competent authority, or leave that branch unresolved.
The writ also depends upon Darth Xarion’s continuing sponsorship. Narrowing or withdrawing that support could restrict the investigation’s access and institutional protection without changing whether evidence already authenticated is true. The investigation may therefore produce findings inconvenient to the same political structures that allow it to operate.

Zera Vashara leads Mandate 7-Kael under Darth Xarion’s sponsorship.
Her role is to determine what authority actually existed, which evidence can establish it, how that evidence was preserved, and which conclusions remain defensible after competing custody histories are challenged. She is also responsible for deciding when the writ supports further action and when a lead instead requires referral, cooperation, or separate authorization.
Her complete history, affiliations, relationships, capabilities, and personal trajectory belong with her character dossier rather than the mission record.
Markus Rez serves as Zera’s apprentice and subordinate investigator.
His mandate work concentrates on documentary comparison, procurement and authorization anomalies, archival patterns, and correlations across systems created for different institutional purposes. He may reconstruct evidence, test relationships, and make recommendations within his assigned scope, but his authority remains delegated and narrower than Zera’s.
His character dossier remains the authoritative destination for his background, development, relationships, and changing personal circumstances.

House Vashara is simultaneously a custodian of relevant evidence, part of the investigation’s historical origin, and an institution whose own records may require scrutiny.
Lord Valen Vashara’s unfinished investigation creates a personal and institutional connection for Zera without determining the House’s role in advance. The evidence may clear House Vashara on one question, implicate individuals associated with it on another, show that its records were manipulated by outsiders, or support a more complicated history involving different actors at different times.
House access and Mandate 7-Kael access remain separate authority chains.
Mandate 7-Kael intersects Grey Ledger, but it does not own the wider investigation.
Grey Ledger connects separately held evidence across governments, corporations, private archives, droids, freight systems, and other custodians. Mandate 7-Kael addresses only the portion of that wider pattern falling within its own evidence set and authority.
A Grey Ledger correlation can therefore be genuine without giving Zera or Markus authority to pursue every connected branch. A suspected correlation may also prove unrelated once its provenance is tested.
Objective Meridian belongs to established SWTOR history. The later Imperial and Czerka recovery initiatives, custody disputes, missing-person evidence, technical findings, and archival comparisons that developed from its aftermath are StarForgeRP continuity.
Meridian Recovery supplies one of Mandate 7-Kael’s most important external evidence intersections. Czerka Interstellar controls an assigned body of Meridian-related recovery work and evidence whose telemetry, casualty findings, salvage records, custody histories, or later reconstruction may conflict with Imperial or House material.
Mandate 7-Kael does not transfer ownership or control of those records to the Empire. Access may depend upon negotiated disclosure, authenticated transfer, joint review, or another arrangement accepted by the relevant custodian. A refusal or restriction does not by itself prove obstruction or corruption; competing institutions may possess legitimate but incompatible responsibilities toward the same evidence.

Archivists, administrators, intelligence personnel, soldiers, procurement specialists, corporate personnel, freight operators, records custodians, witnesses, security personnel, Sith, droids, outside investigators, and other characters can enter through one specific piece of evidence, responsibility, relationship, or jurisdictional dispute.

A meaningful result may be considerably narrower than the investigators expect. Mandate 7-Kael does not need to uncover one mastermind or resolve every connected campaign in order to matter.

Identify a falsification method without establishing who used it
Reject a persuasive theory that the surviving evidence cannot support
Protect a witness or lose testimony that cannot later be reconstructed

Failure does not require defeat in combat. Evidence can disappear, testimony can become unusable, an investigator can exceed valid authority, political support can collapse, a custodian can refuse cooperation, or a premature accusation can make an otherwise legitimate finding harder to defend.
What becomes lasting continuity should follow what actually happens in roleplay rather than a result selected in advance.
