Mandate 7-Kael

Mandate 7-Kael is a sealed investigation within the Sith Empire, sponsored by Darth Xarion under the Sphere of Galactic Influence. Led by Darth Zera Vashara, it examines disputed Imperial, House Vashara, and Czerka Interstellar evidence.

The inquiry seeks to establish what the evidence supports and what action can reasonably follow. Authentication, factual reliability, and valid authorization require separate judgments: a genuine document can contain a false statement, while an accurate account may describe an action taken without appropriate authority.

Zera’s appointment authorizes defined investigative work, including examination, permitted interviews, evidence preservation, documentation of noncompliance, and findings or referrals. Her Darth title and House standing remain distinct from that appointment.

A lead beyond the writ may require further authorization, voluntary cooperation, negotiated disclosure, an agreed transfer, joint examination, or referral. Where those routes are unavailable, a branch of the investigation may remain unresolved.

House Vashara Archives

Lord Valen Vashara, Zera’s father, died in 3646 BBY with his procurement-integrity investigation unfinished. Material from his administration survives, but neither his final conclusions nor the relationship between his inquiry and his death has been established. Later discoveries cannot be treated as evidence of what he already knew.

The Vashara Estate provides House-controlled archives and review facilities. Admission to the residence does not open protected collections, and investigative credentials do not supersede their separate access requirements.

VSR-9 preserves historical material, assists reconstruction, and documents examination and custody. Its memory and records contain gaps; its certifications remain subject to scrutiny. The droid’s custodial responsibilities are distinct from the investigators’ authority.

Darth Zylia Vashara contributes through House security, preservation, and continuity responsibilities. Her Military Command work retains its own sponsorship and scope.

Her apprentice, Cale Oldin, may undertake authorized escort, protection, recovery support, or controlled transfers. Such assignments can safeguard evidence without giving him authority to determine its meaning or making either him or Zylia a mandate investigator.

Grey Ledger Comparisons

Grey Ledger connects inquiries whose independently maintained records sometimes contradict one another. It is a campaign involving separate institutions, rather than a shared archive or unified investigative command.

For Mandate 7-Kael, those comparisons may corroborate a particular account or expose a discrepancy that requires further examination. Similarities alone do not establish a common cause, and another inquiry’s involvement does not enlarge the writ.

Meridian Recovery Evidence

Meridian Recovery concerns later salvage, casualty review, missing-person inquiries, and evidence disputes following Objective Meridian. The earlier conflict centered on the Empire’s assault against the Republic’s Meridian Complex shipyard on Corellia. Participation in subsequent recovery work does not establish participation in that battle.

Recovered material may have passed through several examinations, transports, and repositories. Its association with Meridian must be supported by its history rather than assumed from a label.

Lorim Vance governs assigned Czerka recovery permissions, resources, and evidence disposition. His responsibilities can legitimately limit an Imperial request without making Zera his subordinate or proving concealment.

Bella Tenebrix provides specialist authentication, reconstruction, and custody review. She can qualify or refuse unsupported certification within her responsibilities; she does not independently control corporate disclosure. Examination, copying, release, and permanent transfer therefore remain separate matters.

This record is written for players. Characters require an established route to the information they use, and access may reveal only one part of a disputed account.

• Zera’s public title and Markus’s apprenticeship do not reveal their sealed assignments or credential limits.

• House membership, estate access, and Imperial authorization grant different kinds of access.

• Familiarity with the Meridian conflict does not disclose restricted recovery findings.

• Permission to examine selected corporate evidence does not authorize wider disclosure or transfer.

• A witness, custodian, or specialist may understand one issue without knowing the wider investigation.

Participation is limited by the particular lead, access arrangements, responsibilities, and timing. Coordinate a connection with the relevant players before treating involvement as established. A character can contribute to one question without joining the investigative staff.

A useful result may settle one issue while leaving the wider investigation open. Consequences depend on the evidence, participants’ choices, and what occurs through roleplay.

• A supported finding changes an institution’s response to a disputed case.

• An accusation is withdrawn or narrowed after contrary evidence survives examination.

• A preservation or access agreement permits work that previously could not proceed.

• Technical intervention makes relevant recovery evidence harder to reconstruct.

• A custody dispute damages cooperation between otherwise useful counterparts.

• Lost testimony, unavailable records, or restricted sponsorship leaves a consequential question unanswered.
