Governments, political alliances, and territorial powers. Explore how citizenship, borders, diplomacy, war, and competing interests affect communities and individual lives.
Orders, armed services, intelligence agencies, corporations, criminal networks, and other institutions. Explore membership, employment, authority, duties, resources, and the relationships that can continue after someone leaves.

Choose details that give characters something to respond to: a professional obligation, inherited custom, former colleague, disputed account, or piece of equipment that needs another person’s expertise.
What has the character personally encountered, and what have they only heard about?
Who shaped their understanding?
Which relationships, opportunities, or responsibilities follow from that background?
What could bring another character into the situation?
