Overview
The Tille Continuity Annex is a compact mixed-use residence and archival workspace on Odessen, primarily associated with Raeya Tille, Kylia Tille, and AC-7. Located within the broader support environment of the Alliance Base, it provides the three with a persistent place for private life, family continuity, limited archival work, technical maintenance, and carefully controlled consultation.
The annex is not an independent Alliance headquarters and does not replace the official facilities through which Raeya, Kylia, or AC-7 perform institutional duties. Secure Alliance repositories, formal hearings, command functions, evidence-transfer systems, and mandate-specific records remain subject to their established institutional custody and authorization.
What makes the annex useful is the space between those formal responsibilities. It is somewhere records can be organized without becoming public, questions can be discussed before they become findings, AC-7 can undergo continuity-sensitive maintenance, and people whose professional lives repeatedly intersect disputed evidence can still have an ordinary home.

The annex supports the informal Tille Legacy Continuity Network: the family and archival connection through which Raeya and Kylia preserve, reconstruct, and interpret records that matter to their shared history. Its collections may include family material, personally held records, permitted continuity copies, historical reference material, and working notes that can lawfully remain outside a formal institutional repository.
Possession does not determine authority. A document stored at the annex does not become an Alliance record merely because an Alliance employee examines it there, and material belonging to an outside custodian does not become Tille property merely because it passes through the facility. Formal findings and restricted institutional evidence remain subject to the mandate, custody, disclosure, and review requirements governing the original material.
The residential side of the annex is quieter. Raeya and Kylia maintain separate private quarters alongside shared living space, while AC-7 has a dedicated service and continuity station rather than conventional accommodation.
Trellis and Cipher, the Tilles' tooka companions, are part of the household's ordinary routines. Meals, maintenance, quiet archival work, visitors, family conversations, and periods of deliberate disengagement from formal investigations give the annex a different character from the hearing rooms, archive facilities, and administrative offices where much of the residents' professional work occurs.

Residential Quarters & Common Space — Private rooms for Raeya and Kylia together with shared living, dining, and ordinary household areas used outside formal assignments.
Family Continuity Archive — A controlled collection of Tille family records, historical material, permitted continuity copies, and privately maintained reference information. It is not an unrestricted Alliance, Overwatch, or Grey Ledger repository.
Review & Consultation Room — A modest workspace for comparing permitted records, preparing questions, conducting private consultations, and determining what should proceed into a formal institutional process.
AC-7 Continuity & Service Station — Technical space supporting routine maintenance, protected reference-state checks, archival interfaces, and continuity-sensitive diagnostics. Work affecting AC-7's long-term memory or autonomy requires greater care than ordinary equipment maintenance because portions of its retained memory may themselves have evidentiary significance.
Controlled Receiving & Storage Area — Limited secure storage for material legitimately awaiting review, collection, authorized transfer, or return. Temporary possession does not erase the authority or custody conditions attached to the material.

The annex is controlled enough to protect its occupants and records without functioning as a fortress. Raeya and Kylia may receive personal guests and approved professional visitors, while AC-7 possesses the access needed for its ordinary work and maintenance. Alliance personnel, technicians, custodians, couriers, or other specialists may also have legitimate reasons to enter when their duties require it.
Access to the residence does not imply access to the archive. Likewise, permission to inspect one record does not establish permission to examine unrelated material. Sensitive storage and technical spaces remain compartmentalized according to purpose.
The annex benefits from the wider security environment of the Alliance presence on Odessen together with local access controls, protected storage, authenticated systems, and documented handling procedures. Those protections should not be treated as absolute. Compromised credentials, a disputed transfer, technical failure, damaged records, a maintenance problem, conflicting instructions, or someone acting outside an established authorization can still create meaningful consequences.
Raeya, Kylia, and AC-7 also retain the limits established by their individual responsibilities. The annex does not grant Raeya or Kylia new command authority, and AC-7 cannot independently enlarge its access or convert an archival conclusion into a legal, political, or institutional decision.

The annex developed out of the Tilles' later Alliance life rather than their service under the Eternal Empire. Years of monitored intake, restricted consultancy, archival reconstruction, and increasingly trusted civilian work gradually created a need for somewhere that could accommodate both ordinary residence and the parts of continuity preservation that did not properly belong inside a formal office.
Reconstruction of fragmented Overwatch material strengthened that need. Raeya's attention to authorization language, responsibility, and legitimacy complemented Kylia's work with provenance, restoration, and custody, while AC-7 provided an independent continuity record capable of exposing contradictions that survived institutional change.
The emergence of the Grey Ledger made the annex more useful without turning it into the center of that investigation. There is no single Grey Ledger archive here and no universal collection of Republic, Imperial, Alliance, corporate, or private evidence.
Instead, the annex becomes relevant at the edges of those investigations: when a permitted copy needs to be compared against an older family record, when someone needs a private conversation before entering a formal hearing, when AC-7 identifies a discrepancy requiring outside corroboration, or when personal history and professional responsibility become difficult to separate.

The annex works best as a recurring location when private life, historical memory, and professional responsibility overlap. Characters do not need Alliance rank or access to the wider Grey Ledger to have a believable reason to visit.
A permitted family, Zakuulan, administrative, or historical record needs interpretation before anyone knows whether it warrants formal review.
A visitor possesses evidence relevant to Raeya or Kylia but is unwilling—or not yet authorized—to place it directly into institutional custody.
AC-7 requires maintenance or diagnostic work in which preservation of memory, evidence, and developed identity cannot be treated as separate problems.
A professional counterpart visits to clarify custody conditions, compare a narrowly authorized record, prepare testimony, or resolve what can safely be taken into a formal proceeding.
A contradiction appears within the Tille family's own preserved history, forcing the residents to investigate themselves with the same standards they apply to outside institutions.
A record, storage device, or continuity copy awaiting authorized transfer becomes damaged, disputed, misidentified, or subject to incompatible instructions.
A guest has legitimate access to one part of the annex but discovers that familiarity with its residents does not provide access to everything they preserve.
Friends, family, professional counterparts, or former allies meet away from official offices, allowing conversations about trust, obligation, responsibility, and earlier events to develop without becoming formal institutional proceedings.
Raeya, Kylia, AC-7, Trellis, and Cipher simply occupy the same home between larger stories, creating opportunities for quieter scenes that preserve relationships and everyday continuity.
